| | Dempsey, then the commander of the Army's Training and Doctrine Command, eliminated the portion of a substantiated inspector general's report of adultery by Maj. Gen. John Custer, who was allowed to retire at his rank with no reduction in his pension benefits. Dempsey then went on to oppose proposed legislation that would have limited the roles of commanders in cases of sexual assault and harassment in the military, which had exploded in the first half of the decade. The inspector general's report was uncovered by USA TODAY through the Freedom of Information Act.
