  The woman making the statement is Julie Swetnick, who says that Supreme Court nominee Brett Kavanaugh and friend Mark Judge, while in high school, tried to get teenage girls "inebriated and disoriented so they could then be 'gang raped' in a side room or bedroom by a 'train' of numerous boys." Swetnick also says she was raped at one of these parties.
