Nation's largest rental assistance program fails many poor families

Crystal Hammond, 61, a part-time elementary school librarian, and her son Austin Wardell, 34, have been searching for permanent housing for over two years. They are also caregivers for Frank Wardell, 64, who is disabled, and the three currently live in a motel in Claremont, Calif., on July 18, 2024.

Nearly half of people who receive federal housing vouchers are unable to use them. "It's a dire situation," one researcher said.
